 Pablo Acuņa, 23, of Cartago, Costa Rica, served on the First and Second Regional Athlete Congresses in Puerto Rico (2001) and Costa Rica (2003) and also participated in Regional Governance Training in Peru, training for an Advisory Committee in Panama and a regional business meeting with presidents in Argentina in 2004. An athlete for the past five years, he trains and competes in cycling and basketball.

How should Special Olympics deal with "sandbagging" (cheating) in preliminary races?
Pablo said, "Strict rules. Follow all rules."
Pablo voted to change the honest effort rule.
How should Special Olympics settle the issue of a minimum standard for training?
Pablo voted for the Programs to set their own minimum standards for local level and high level training.
Should every Program be required, or merely encouraged, to develop a strategy for athlete leaders to participate in government relations to support the movement?
Pablo voted that Programs be encouraged to develop such a strategy.
Should athletes assist with fundraising (if so, a list of restrictions will need to be created)?
Pablo said, "Do not be aggressive and have strict rules."

What should be done about the Advancement Rule (Random Draw)?
Pablo said, "All places should be considered."
Pablo voted to keep the rule as it is now.
Do you agree to the change in the Athlete Code of Conduct to say, "I will not drink alcohol, smoke or take illegal drugs while representing Special Olympics at sports training sessions, competition or during Games."?
